• Use compiler flags instead of env var for enabling Vulkan support.
• Made Backend.cpuLoad and Backend.vkLoad look for the library in the current path as well as the library path, instead of only the lib path. This is useful for supporting pre-compilation where the lib's source is not packaged with the user's projefct.
