v0.4.0 — mobile reliability + relay hardening

Highlights:

- Fix mobile Safari/Chrome hero paint path and add a real mobile regression test.

- Improve viewer resilience: reconnect budget for permanently missing sessions and overflow affordance for the mobile keys bar.
