Copter: 4.1.0-beta2 release notes #17489

This PR adds the release notes for Copter-4.1.0-beta2 which has been rebased on master.

This list should include all the significant changes affecting Copter since beta1 which was released on 14-Apr-2021

The generic telemetry ESC support based on the new AP_ESC_Telem stuff #16725 is missing from the list.
It allows all ESC telemetry sources to be used as source for notch filtering center frequency and to be used as a virtual battery monitor.

Previously only BLHeli could do that.

I missed the boat on this PR, but Septentrio units now support the GPS_SBAS_MODE parameter.
