PR #20885 fixed a bug in Rover's wheel encoder but unfortunately this caused a change in the reported rates which has a knock-on effect on our wheel-rate-controller library which is mostly used by balance bots.
This PR updates the ArduRoller balance bot reference frame parameter file to account for the above change. I've also updated some other params to reflect changes made in 4.2 including the move from BRD_PWM_COUNT to SERVOx_FUNCTION=-1
This should not affect anyone unless they manually update their parameters using this file.
I have tested these parameter changes on a real vehicle.
