feat(compiler, vm, scopes): adding RESET_SCOPE instruction to be able to reuse a scope inside while loops

Description

This was needed to be able to implement a

(while true {
  (let a 5)
  (print a)
  (let b 6)
  (print 6) })

that prints 5,6 infinitely instead of 5,6,6,6,6...
