Project priorities list in short/medium term outcome statements can have duplicates

It appears the list of primary/secondary investment priorities extracted from the primary/additional program outcomes is allowing duplicates if the same priority is selected against more than one outcome.
This was probably less noticeable in NHT as the values were single select in the outcome statements and the outcomes are fairly distinct so duplicates are unlikely.
