build: Create Bicep scripts for the AzureML resources

Infrastructure as Code is a way of bringing version tracking and consistency to cloud infrastructure resources.

Bicep is a framework to do this on Azure. We need to do this for our AzureML workspace so that we can better track any changes and eventually transition this to the AutoRA team.
