ci(android): sanitize tag ref for artifact names + bump version 0.5.1

upload-artifact rejects '/' in names — android/vX.Y.Z tags broke the upload
step (latent since the signed-pipeline commit; previous runs failed earlier
at collect). SAFE_REF env replaces / with -. package.json version synced
with the tag per the version single-sourcing rule.
