Update cryptography dependencies in certain azureml extras

The automl_databricks, databricks extras fail on Linux (Mint) due to issues with cryptography. The maintainers of that library no longer support cryptography==1.5.* and the build fails.

ok, that makes sense. it really isn't clear from here though what the intended use-case is for those particular extras.
