Previously, the README contained templated content. With this PR, the README now includes information about Durable Functions and DF for PowerShell.
This README currently depends on a documentation PR that has not been merged yet ([the DF PS v2 guide[(https://github.com/MicrosoftDocs/azure-docs-pr/pull/233981)). Once that PR is merged, and a link to it is embedded in this README, we should be good to merge this PR
