Functions do not work with .NET Standard libs #1996
Description
When authoring an Azure Function and use a .NET Standard library, it fails. In working through an investigation with .NET team, it appears that Functions is not using Binding information to make it work.
Even with some workarounds (dotnet/standard#481) generating the binding config itself, it appears Azure Functions runtime is not using that information.

Repro steps
Provide the steps required to reproduce the problem:
(using Visual Studio 2017)
- Create new Azure Function
- Create Function HttpTrigger
- Add to solution a .NET Standard library
- In the NET standard library, add some code
- In the Function, add a reference to the .NET Standard lib
- Run the Function and hit the endpoint.
Expected behavior
The code from the Standard library will work just fine (.NET Standard 1.6 is compatible with NETFX 4.6.1).
