Support Template Spec in Bicep

## Description of the new feature

2 cmdlets need to be updated `New-AzTemplateSpec` and `Set-AzTemplateSpec`. When the value of `-TemplateFile` contains file extension '.bicep', we should convert template file to json via native bicep tool.
