Sync eng/common directory with azure-sdk-tools for PR Azure/azure-sdk-tools#8588 See [eng/common workflow](https://github.com/Azure/azure-sdk-tools/blob/main/eng/common/README.md#workflow) Co-authored-by: Ben Broderick Phillips <bebroder@microsoft.com>
I have built out a new default stress cluster in the storage partner team subscription that they can use. Adding it to the config defaults so they can use it out of the box.
Also updating the documentation to reflect the changes made in #8278 to support workload identity as the auth mode for the stress clusters.
