Noticed in #2807 - clicking "contribution guide" takes you to https://github.com/Azure/bicep/CONTRIBUTING.md (404 not found) instead of https://github.com/Azure/bicep/blob/main/CONTRIBUTING.md.

Seems like this is a known issue: github/markup#576

One option may be to use absolute links rather than relative ones in https://github.com/Azure/bicep/blob/main/.github/PULL_REQUEST_TEMPLATE.md
