[Known Issue] Azure Cosmos DB Support for Authorization Policies

Does this policy support makes sense for Cosmos? If not, should we disable this section for cosmos similar to the way we disable the relationship section?

After discussed with @mbhaskar, Cosmos currently only support entity level authorization, but not field level authorization.

1. For the "field" section config, the included and excluded columns, we could do a pass through, without honoring the setting config and not throwing an exception.
2. For the field auth check in the GQLFilterParser, we will do a skip on the check if it's cosmos, to fix the filter issue that we are seeing right now.

PR merged for addressing this issue #1436, going to close this. In the meanwhile, future support for field level auth will need to be planned and designed further.
