How do you connect to ADS Router on the local machine?

Local machines are Windows OS’s where the common ADS libraries are recommended by Beckhoff.

Is there any more information about this. I am wondering because there are a few libraries out there in different languages that may be more suitable to an application I've made (using node.js) that will be hosted on the local machine.
