Not sure why that wasn't the case already but not including the package.json for submodules will lead to errors in later steps (for example in the
build packages
step as seen here.Since the
yarn install --frozen-lockfile
step is skipped on cache hit, the developers will end up having to deal with a confusing error messages instead of a clear message about a package missing from theyarn.lock
