Fix: Gemini CLI 0.60+ (verified 0.66) skips non-root-owned system settings files, so AgentCap's auth override was ignored and runs failed with "Invalid auth method selected" (exit 41, zero requests). Gemini is now routed through a temporary GEMINI_CLI_HOME overlay (~/.gemini linked, settings copied with auth type gemini-api-key; nothing in ~/.gemini is modified). Works on Gemini CLI 0.58 and 0.66.
Fix: clamping Gemini 3 requests no longer sends thinkingBudget alongside thinkingLevel (the API rejected it with 400).
Tested with a real Gemini API key on Gemini CLI 0.66; Gemini CLI 0.58 and Codex CLI 0.163 tested against a local fake API only.
