Added — Arc as a third payment chain
blockrun_wallet action:"chain" chain:"arc" pays on Circle's Arc
(eip155:5042) through arc.blockrun.ai, from the same EVM key and address as
Base, funded with USDC on Arc. Arc serves everything Base does. status
shows the Base, Solana and Arc balances; the Arc balance is read from the Arc
gateway, or from ARC_RPC_URL when set. Setup, the funding QR (EIP-681 on
chain 5042), card top-up guidance and error text name Arc.
Nothing selects Arc automatically: an install that never chose it stays on
the chain it was on.
Requires @blockrun/llm 3.25 (Arc's USDC signing domain landed in 3.16).
