CIDC-1194 add WES analysis pair-level comments; regen docs

What

For WES analysis template, add a paired analysis-level comments field

Why

CIDC-1194 to allow for documenting complexities involved in tumor-(patient normal), tumor-donor, and tumor-(combined normal) analyses.
