Critical wallet fixes

Fix #3: wallet send now submits to Genesis

grid wallet send no longer mutates local chain.json only. It now:

1. Fetches the chain ID and next nonce from Genesis
2. Builds a SignedArcSend envelope (Ed25519 signed, GRID-ARK-SEND-v1 domain)
3. Submits to POST /v1/transactions on Genesis
4. Genesis validates signature, checks nonce, mutates canonical state, writes a signed block
5. Syncs local chain from Genesis response

Fix #4: receive-tx signature verification is now mandatory

• --from-pubkey is required (was optional — allowed unsigned credits)
• Ed25519 signature is always verified
• Transaction is confirmed on Genesis before crediting locally
• Falls back to signature-only if Genesis is unreachable and local verification succeeds

New: grid wallet sync

Pulls balance, nonce, and activity from Genesis /v1/wallet/:address and updates local chain.json.

Other

• Added --genesis flag to send, receive-tx, and sync (overrides GRID_GENESIS env var)
• Bumped version 0.2.30 → 0.2.31
• Coordinator MINIMUM_CLI_VERSION updated to 0.2.31
