The Settings update!

DeceiverBuff now requires ModMenu 2.0, found on Modfinder

This adds settings you can toggle on/off for all the DeceiverBuff changes. Includes a setting for INT instead of CHA spellcasting, so I don't have to maintain 2 separate builds.
