Jpg to Tiff/Gif Export fails

Expected: Export of jpg image to tiff or gif

What happens: Fails with error "IOError: decoder jpeg not available" at route /export/ImageRenderer/cat.jpg/

This may've been resolved tonight -- should have a pull request for this tomorrow. Do you know if this happens with, say, png -> tiff?

I have seen this error when developing python code on my windows machine. The problem is missing "libjpeg" library, that the Python Image Library (PIL) uses to process jpeg files. So, this is not a bug in modular-file-renderer.
