v1.4.0 — collection_replace

collection_replace: a collection whose ROWS are repo-authoritative. Deploys rows
like collection, then deletes any platform row whose item_id is absent from the
repo file — converging the rowset exactly onto the repo. Runs post-upload, so
the authoritative rows never leave the collection (no empty window); -dry-run
reports the count without deleting; an empty repo file converges to empty.

The one place CI deletes rows, and declared rather than inferred: the type in
cicd-config.json is a reviewed statement that the repo owns the rows. Opt-in per
entry — collection and collection_schema are unchanged, so this is backward
compatible.
