Tielset : Yes

Close the curtain and press e to interact with curtain.
Choose tear down the curtains
After you have done that you are no longer able to open the window.

Known. Curtains and openable-window are linked. Windows w/o curtains are deemed Commercial type--as seen in stores, etc, and are not openable. Feel free to PR an intermediate step in the de/construction process if you'd like; we'd likely accept such a PR.

But I'm talking about house the windows in houses and the starting shelter
sorry should have said.
I can open the windows before I ripped the curtains down

That's the point, stk2008. Tearing down the curtains changed the window from openable to non-openable. That's what I just said.

It's a limitation of the current terrain and construction code. It's not a matter of where you are, it's a matter of you removing the curtains and thereby transforming the window.
