[Magiclysm] update black dragon lair #35919

Summary

SUMMARY: Mods "[Magiclysm] Adds lizard folk spawns, ground level building for black dragon lair."

Purpose of change

Help finish the dragon lair, spawn the lair.
dependent on [Magiclysm] Lizardfolk #35138 for the lizardfolk content.

Describe the solution

Add the necessary spawns for lizard folk, fill out the ground floor entrance. I swapped out the gators for the new lizard folk allied gators. Added a 0, 1 chance to spawn per overmap.

Testing

spawned in world.

add lizard folk spawns, some ground level improvements.
