Summary

SUMMARY: Mods "[AFS] Make CBMS easier"

Purpose of change

Alternate solution to #24486, i spoke to @John-Candlebury on discord earlier and realized that this was a trivial change to make.

Describe the solution

this is in two parts:
First, the json was created to do the three things mentioned in the linked PR, making CBMS installable at 100% rate from an autodoc, removing anesthetic from the cost of installing CBMs, and enabling bionic slots, which is essentially the "licence" feature spoken about.
Then, fixed up the crash that happens when the anesthetic kit requirement is empty.

Testing

loaded up aftershock, spawned in an integrated toolset and installed it and uninstalled it. checked the bionic screen to see bionic slots is enabled.
