Purpose of change

The current tac vest is fine but it needs to be a bit more "tactical"

Describe the solution

Slightly less max encumbrance (small change), able to store up to 6 shells, 2 magazines, and 3 smaller magazines, can store a pistol.

Describe alternatives you've considered

Might return the encumbrance to default values, maybe add 6 more shells (some real-life tac vests have double shell holders, each storing 6 shells).

Testing

Works fine, it could store a handful of shells, a pistol, and magazines.
