Describe the solution

• remove bathrobes from coat racks, lower the chances for the kimono group in them - I KEPT running into coat racks with bathrobes on them. Near the outsides of houses. People walk around in bathrobes. Why
• add WATER_DISSOLVE to water purification tablets - on discord it was pointed out tablets that work by dissolving in water don't dissolve in water
• add reproduction for mon_pattern_frog, switch its mutant upgrades to use mon_pattern_bigfrog eggs (which were entirely unused in the JSON)
• switch the harvestlist for mutant baby rattlesnakes so they give mutant meat scraps

From personal experience, people do walk around in bathrobes (my neighbor is one of them)

The bigger issue is this includes coat hangers not in houses as well, which is why things get weird. If it was only houses I'd ignore it, but any public building and it becomes weird.
