Add Central Config

To enable Token Management (Permission Management), etc. .
A Config will be needed if UI, file or ENV. I am unsure, but there has got to be one to continue.
Using ENV was enough for quite some time now, but settings json strings in the ENV doesnt make much sense.
So maybe we could provide a way to enable Users to use .yaml / .json or .toml files.
Or Maybe even go a step further by adding a Web Interface, but this is pretty unlikely…

Will be using a combination of ENV and yaml config files:

• config.yaml would be a new way to configure without using ENV (ENV overrides)
• tokens defined in config.yaml / ENV use the default parameters (Blocked Endpoints etc.)
• custom tokens are defined in seperate yaml files and will be able to override parameters for that token only

Update: planning on using koanf, which supports overrides defaults etc., did locally experiment with a custom solution, but as always it was way to complicated
