Description

I drafted a new entry for the [Term Entry] PyTorch Tensor Operations: .logical-and() issue. I created the logical-and.md and its containing folder at content/pytorch/concepts/tensors/terms/logical_and.

This is my first contribution and pull request on GitHub as part of the Codecademy Course on the topic. So feel free to provide any feedback you have about anything I'm doing wrong or could just improve upon. Thanks!
