数据少于1页的时候无法下拉刷新

数据少于1页的时候无法下拉刷新

我也遇到了无法下拉刷新的问题，我注意到 listRefreshOtherScrollViewHandle函数中 判断条件 self.contentOffset.y > -self.contentInset.top 有精度问题，处理一下CGFloat精度，保留到1位小数就好了。
