ChatBubbleTextBox not showing on designer for Windows Phone 8.1

ChatBubbleTextBox is not showing on Windows Phone 8.1 designer in design time. It works fine for Windows Phone Silverlight but not WinRT.

It works on test project but when I isolate the test project from rest of the reference and use the references("Coding4Fun.Toolkit.Control") from nuget it doesn't show up on design area.

You can replicate this by creating new Windows Phones 8.1 project and placing the control on page. It won't show up in design area.
