Console Chat Scripts

* Enable chat to the following:
	- All Users
	- ModChat
	- Direct Message (/tell)
	- Commands

* Features:
	- Notify server upon connect ('Kazra has connected to the console')
	- Nofify on leave ('Kazra has disconnected from the console')
	- Quiet arg to not notify for that session
