v1.3.0
5a5ddbd

Adds cited legal and licensing guidance to the business-plan template, including testing authorization, outreach, privacy, recurring billing, Ohio service tax, and AI. Clarifies attribution and brand reservations while retaining the existing CC BY 4.0 grant. Includes the updated 35-page PDF and an explicit review report with unresolved owner/counsel questions.

Validation: deterministic HTML rebuild, local Chromium link/section/error checks, PDF text and citation checks, and visual review of the legal section. No repository CI workflows are configured. Fresh-VM testing of linked software and production systems was not run.

This is a documentation review, not legal advice, a legal opinion, or certification of compliance.

Prior work: PR #4; related technical authorization work in CompleteTech-Security/php2shell-check#12. Repository searches found no earlier legal-review issue or PR before this work.
