We've always listed GPL-2.0 in the package.json, but we didn't list a LICENCE file in the repo, just fixing that for transparency

3.1.2 mostly cleans up the underlying javascript and PHP to be cleaner.
The main new addition is that images will be saved to s3 along with local storage in preparation for the move to entirely s3 image hosting in 3.2
