UBL rules: BR-S-03 and 04 error

Rule BR-S-03 and S-04 are checking if PartyLegalEntity/companyID is existing. But this should not be checked, as the rule is stating that VAT identifier(BT-31), Tax identifier (BT-32) or TaxRepresentative VAT identifier (BT-63) is present. No check against the legal entity should be done
