Inkscape simple output rather than optimized one, the latter needs more tweaking for a marginal gain.

Drafted svg samples regarding issue #1:
Work was made under Inkscape with the "simple" output as the "optimized" one would need some more tweaking to not break things.
Regarding translations, one would need to replace the core badge picture (#1 (comment)) and "Anarchism" text with anything else. Text could be batch modified in text format but would require manual tweaking for it to be correctly spaced in the circle.
