⚠️ Upgrade notes

1. No migrations and no new environment variables.
Rolling back the image alone is safe.

2. A chat merge now needs the branch's approval.
On a review project the chat agent's merge_branch goes through the same approval check as the review panel's Merge: a branch without its approvals stays open, the owner included, and the agent points the user to the review panel. An approved chat merge writes the same merge receipt the panel writes. Auto-merge projects are unchanged.

3. Migration media waits for CDN delivery.
The media switch is refused while the project's CDN delivery would not serve the rewritten addresses (CDN off, public media off, or a plan without cdn.delivery); the media card says which and links to the fix.
