This changes the
versionandreleaseSphinx settings to be the real Phoebus release, instead of 1.0. It finds the version from the mainpom.xml's version.If it doesn't find the
pom.xmlor if it doesn't find a filled out<version>, it reverts back to the previous behavior of setting1.0as a version.I've also changed the
copyrightsetting to include be a range up to the current year.
