The docker test framework for 4.2 is run on an Ubuntu 16 docker image. This means the latest available version of iRODS that can be used for testing Jargon is 4.2.11.

The docker test framework needs to be updated to use Ubuntu 18 so that iRODS 4.2.12 is available.
