Convert Project to Poetry Format for Push to PyPI
This PR will convert the project to Poetry and format it so that it can be used as a library on PyPI
Problem
Right now it is harder than it needs to be to use this project as a library for other projects, such as for the upcoming code.gov rewrite
Solution
Convert project to poetry so that it can be built as a library and used in other applications.
