Highlights: Windows is now released as a zip containing all runtime dependencies (DLLs + proj.db);
GitHub Actions release flow extended to Windows and macOS; improved CMake compatibility on macOS.
Fixes: Ensures proj_9.dll, sqlite3.dll, and proj.db are copied alongside the executable for Windows; macOS build aligned with newer CMake requirements.
Supported platforms: Linux (Ubuntu latest), Windows (x64, zip with bundled deps), macOS (latest).
Dependency notes: SQLite3 required on Linux/macOS; Windows zip already includes required DLLs and proj.db. External libs updated to their latest version.
