Use FIPs endpoint for KMS when in Govcloud region

What does this PR do?

When creating the kmsClient, set useFipsEndpoint to true if in a govcloud region.

Motivation

Making our products FIPs compliant.

Testing Guidelines

Manually. Works in both Govcloud and commercial regions.
