What does this PR do?

  • First step to replace gometalinter and golint (deprecated) with golangci-lint and revive
  • Fixes a bunch of linter issues flagged by revive

Motivation

  • Use up-to-date and supported software
  • Start and continue enforcing stricter linter rules in the future

ddtrace/tracer: ensure access to trace tags is concurrency-safe (#1948)

Spancontext marshaling was accessing tracer internal structures without a
