[ASM] support enabling ASM features cluster-wide #1337

What this PR does / why we need it:

Add support for ASM in activation cluster-wide via admission webhook. (cf. DataDog/datadog-agent#23618)

Sister PR of DataDog/datadog-operator#1151

It seems that the CI cannot be green because the labeler cannot run because I am using a fork

I will rebase one last time once the cluster-agent v7.53.0 is released
