Add a dependabot upgrade workflow so that dependency upgrade happen on a regular cadence and are tested as part of the PR approval process.

This will trigger dependabot to run, we'll see after this is merged how it worked. This is copied from remote instrumentation, so I'm fairly confident it will work.
