Drawing on ggplot-rs

ggplot-rs 0.30.2 → 0.32.0 (#496, #527, #584, #612, #636, #637). Maps no longer use the old hand-written SVG writer (#543).

  • sqllogictests and the served e2e run in the fast lane (#494, #593).
  • Several CI race fixes.
