Anything that is not project-specific does not belong in the project's .gitignore but in the global git ignore file.

Yeah... I know what you mean... on the one hand it easier to just make a git broad spectrum ignore file, on the other it is better to educate people to do the right thing.

A few employers ago I decided to always go for educate and just endure the occasional commit accident.
