Enemy Reward Modifier

Added a simple Dragoon XP Modifier, currently only seems to work with Dart.

Side-note, this portion of the modifier is directly tied to SP gained on hit.
Side-side-note, It has become clear through my testing this only works with the first addition used in a game.
If you're not interested in using this until it works for all characters please use v1.0.0! (enemy-reward-modifier-1.0.jar)
